This report tires to explain that proactive income distribution policy is the key of shared development in the“new normal”of economic development in China.Firstly，the internal meaning of proactive income policy is to more effectively give the entire population an increased sense of shared gain，along with greater “expansionary”incentive oriented，higher levels of urban and rural residents' income growth targets，better focus on common prosperity.Secondly，The implementation of proactive income policy is extreme important to realize the development for all.Furthermore，China has the opportunity and conditions of implementing the proactive income policy.Finally，polices recommendations have been put forward on how to further implement the proactive income distribution policy and shared development in China.
