本报告首先回溯了我国快速城镇化发展,以及城市功能布局、土地利用与城市空间形态的现状,简述城市气候与居住环境所面临的问题,从而提出城市空间形态对气候的影响与改变。接着介绍雾霾与城市通风的定义和现象,以厘清两者之间的关系,明确城市通风的功能和作用,以及雾霾源头治理的重要性。其次,概述了我国目前城市通风廊道的相关政策、研究及实施现状。提出城市风环境评估的系统,从而打造“呼吸城市”。通过北京和中国香港的实践案例发现,必须在城市规划、城市设计与建筑设计等多个尺度上落实城市气候响应设计,而各尺度的通风廊道设计与空气流通性评估必须基于跨学科的城市气象环境分析与通风能力评估。研究建议利用空气流通评估、气候可行性论证、城市气候地图等技术工具,支持气候环境现状评价、影响机理识别、解决方案的获取,从而为规划、参与和权衡决策提供科学支撑。最后,为确保发挥气候适应性规划的效果,其他因素,如确立专业规划优先权、建立激励与补偿机制并结合行业培训与公众教育,共同推进在各层级的城市规划中考虑气候响应问题等都需要被考虑。
This chapter first describes fast urbanization of China,and the current situation of spatial distribution of urban functions,land use and urban morphology to introduce the encountered problems in urban climate and living environment,which are affected and changed by urban morphology. Secondly it gives definition of dust haze and urban ventilation so as to differentiate their relationship and to highlight the function and effect of urban ventilation and as well as the importance of air pollution source control. Thirdly,relevant policies,studies and recent implementations are reviewed. Fourthly,it is suggest to build up a comprehensive system of urban ventilation assessment from city,district to building scales to create ‘breathing cities’. Through introducing case studies in Beijing and Hong Kong,it is found that climatic-responsive design should be implemented and fitted into town planning,urban design and building design,and wind corridor plan and air ventilation assessment should be based on cross-disciplinary scientific-based urban meteorological environmental analysis and dynamic potential evaluation. And it is also suggested to adopt evaluation tools such as air ventilation assessment,climatic feasibility study and urban climatic map to get a scientific support,to identify the cause-effect mechanism between city development and climatic-environmental conditions and to develop strategies for planning implementations and decision making. Lastly,for achieving more effective results,it is suggested that other factors like identifying the priorities in professional planning activities,having stimulation and subsidies mechanism,and conducting professional training and general educations to promote climatic-responsive design at all levels should be considered and conducted.
