In the bilateral relations between the EU and the Arab world，the EU plays a pivotal role. This can be attributed to such factors as geographical adjacency and the history of colonization，but more importantly to the EU’s Arab strategy. By combing the changes in the EU’s strategic mechanism，this paper analyzes the key variables of the EU’s strategy against the Arab world and the severe challenges facing the EU，with an attempt to look into the future of the EU’s Arab strategy.
