Based on the analysis of influencing factors of extreme weather especially the heavy rain on Guangzhou traffic，the report sets up the evaluation index system from the aspects of travel demand，travel mode，road operation and traffic safety. Besides，the paper takes heavy rain in Guangzhou on 10th May，combines the empirical analysis with traffic big data，and put forward relevant countermeasures with the four stages of beforehand，occasion，halfway and afterward.
