Based on the implementation of local regulation，the paper investigated the practical activities called garbage classification volunteers into community of primary and secondary school students in Guangzhou Boya Youth Development Service Center during 3 years. It explored the intrinsic motivations，effective ways and relevant factors of primary and secondary school students participation in garbage classification and provided the corresponding decision-making references for the government to formulate the Youth science and technology education policy and carry out the construction of urban ecological civilization.
