This article analyses the three fundamental changes to the territorial waters legislation of Macau after the promulgation of State Council Decree No. 685，and provides a description to the contents of the existing regulations，especially the major arrangements between the Macau Special Administrative Region and the mainland on the administrative accords. The progress of cooperation is also summarised，and the inevitable trend of enhanced cooperation is explored.
