Due to Israel’s unique ethnic composition and geopolitical environment,there exist a series of structural problems in Israeli economy and society,including the dual economic structure,imbalanced regional development,social group polarization and low rate of labor force participation. In order to meet the challenges of globalization,in 2008,some elites from Israeli economic sector,academia and other areas jointly issued the report Israel 2028:Vision and Strategy for Economy and Society in a Global World. The core objective of this vision for 2028 is to achieve rapid and balanced economic growth,to narrow the social gap,and to have Israel’s per capita GDP be among world’s top ten to fifteen countries. In order to achieve these goals,the Israel 2028 Vision and Strategy report launched a series of recommendations for economic and social development,formulated the “Innovation 2012” project,and committed to exploring innovation’s driving function in social and economic development. As a response to the challenges of globalization,Israel 2028 Vision and Strategy bears guiding significance for Israel’s national development ideas.
