截至2015年底，江苏省农业基本现代化进程的目标实现程度已逾八成。但仍面临土地流转不畅，人才、资金、技术等要素缺乏、经营方式转型不顺、农业支持保护体系发展滞后等诸多问题。为此，要大力推进农业从业人员的减量提质；积极探索多种模式的土地流转和规模经营；创新农业金融抵押担保机制；做好科技成果示范与推广；合理设计和调整财政支农政策；加快农业生态环境保护体系建设，全力推动农业现代化迈上新台阶。
By the end of 2015，Jiangsu Province had made more than 80% progress towards its early-stage agricultural modernization goals，while still facing the poor land circulation，the lack of talents，capital，technology and other factors，the tough business transformation，the undeveloped agriculture protection and supporting system and many other problems. Therefore，we proposed to vigorously reduce the quantity and promote the quality of agricultural practitioner staff；to actively explore multiple patterns of land circulation and scale operation；to make an innovation of mortgage and guarantee mechanism in agricultural finance；to implement the demonstration and extension of new scientific and technological achievements；to design and adjust the agricultural fiscal policy reasonably；and to speed up the protection system construction of agroecological environment，in the end to make all efforts to promote the agricultural modernization to a new level in Jiangsu.
