江苏省土地规模流转工作进入加速发展阶段。种养大户、家庭农场、专业合作社等新型经营主体已经成为规模流转的主力军，流转方式逐步规范，流转效益不断提高。但是细碎化格局尚未改变，土地流转纠纷、规模经营风险、社会化服务体系不完善等依然存在。近期由于国内外不利因素影响，引发土地规模流转进入转折适应期，未来规模流转和规模经营将在现代农业中居主导地位。为此，提出了深化土地流转制度改革，循序渐进的引导土地资源规模流转；改良规模农业经营条件，完善基础设施；培育新型经营主体，创新经营方式；健全社会化服务体系，提高社会服务水平等思路建议。
Land scale transfer has entered the stage of accelerating development in Jiangsu Province. The new management main body，such as planting large family，family farms，farmer specialized cooperatives，have become the main force of the scale transfer. The mode of circulation has been gradually standardized. The efficiency of circulation has been improved. However，the pattern of land fragmentation has not been changed. There were land circulation disputes and scale operational risks. The social service systems still has been incomplete. Recently，due to the adversities at home and abroad，land scale transfer has entered a period of transition and adaptation. Scale circulation and scale operation will be the dominant position in modern agriculture. In order to promote the agricultural modernization，we need the new development ideas. The reform of land transfer system will be deepened. Land scal transfer will be guided step by step. The conditions of scale agriculture will be improved. The new management operators will be cultivated intensively. The management mode will be innovated. The social service system will be improved.
