2016年以来，江苏民间投资规模持续扩大、投资结构不断优化、投资领域不断拓展。但制约民间投资持续发展的因素长期存在，如投资领域狭窄，部分地区、行业对民间投资存在限制，PPP项目拉动民间投资的作用有限，融资难问题长期存在，民间投资自身存在产业层低、企业家素质不高等问题。要进一步扩大民间投资规模、提高民间投资质效需从以下方面着手：不断拓宽投资领域，着力清除市场壁垒；推进地方金融改革，加快提升民间投资主体的投融资能力；扩大民间投资在产业链高端环节和高新技术产业的份额；促进全省民间投资区域协调发展；有效控制民间资本的投机化倾向；支持民间资本积极参与国有企业改革重组，推出一批民间投资改革试点项目。
