江苏作为全国最早进入老龄化的省份和全国老龄化程度最高的省份，在养老产业方面取得了长足的发展，但也存在许多难题，亟待解决。为了推动江苏养老产业的新发展，本文通过借鉴美国、日本、瑞典、韩国等国家在养老模式的建立与配套服务上的先进做法和经验，提出了深挖产业内涵和拓展产业外延以创新产业发展模式，着力构建和完善政府、市场、社会多方面参与、分工合作的养老产业发展的新思路，并提出了相应的政策建议。
As the earliest and highest degree of aging province，Jiangsu’s Pension Industry has made impressive progress，but also many problems need to be solved. In order to promote the new development of the pension industry，this paper learns from the advanced practices and experiences of the developed countries，such as the United States，Japan，Sweden and South Korea，and puts forward a new thinking by deepening of the connotation and expanding the extension of pension industry to innovate the industry development model，and strive to build and improve the division and cooperation among government，market and social works of the industrial chains. Then give some corresponding policy recommendations.
