在增强经济内生动力方面，江苏面临一些短板，如前沿科技合作不足、一流人才引进不足、承担国家重大科技项目不足、创新生态系统有待进一步建设完善、大型企业创新和品牌建设不足。未来，一是要围绕高端人才打造创新大生态协同系统，以集聚一流人才、高效配置人才、承载重大科技项目、增强创新效能等；二是要鼓励企业家在增强创新能力、提升品质、建设品牌、开拓市场等方面积极进取，在新的投资领域敢做敢为；三是要合理利用多重国家战略的支撑引领作用，促进不同区域不同部门之间优势互补，扩大经济内生发展的动力基础和形成更有效的内生发展机制。
The weakness of Jiangsu economy endogenous dynamic are such as frontier technology cooperation，introduction of top talent，undertaking major national science and technology projects，innovation ecosystem construction，innovation and brand building of large enterprises，etc. In the first time we should create innovative eco collaborative system around the high-end talents，in order to gather first-class talents，allocate talents efficiently，undertake major projects，and improve innovation effectiveness. Secondly we should encourage entrepreneurs to enhance innovation ability，improve product quality，build brand，and exploit new market much more aggressively than before. In the end we should utilize rationally the supporting and leading role of national strategies，in order to promote complementary advantages among different regions and different departments，expand the basic of economic endogenous growth，and form a more effective endogenous development mechanism.
