随着“新型城镇化”这一概念在党的十八大上提出，“加快城镇化建设”已经成为当今中国城镇化建设的主要趋势，然而，“城中村”是城市快速发展过程中的不可避免的产物，由“城中村”造成的一系列社会问题俨然成为一座城市良好发展的“障碍”，“城中村”治理成为当前亟须研究的现实问题。本文从“新型城镇化”、“城中村”的概念出发，结合国内外的改造经验，联系社会实际，提出以“三赢”为目标、及早规划城市建设、增强城市包容性的改造建议。
