民生建设直接关系到广大人民群众的生存与发展，是经济社会良性运行和健康发展的根本保证。本文系统总结了“十二五”以来偃师民生建设领域取得的成就，详细分析了偃师在民生建设领域存在的突出问题，主要有对民生建设重要性认识不足、民生投入力度不够、区域差距较大、民生建设管理服务不完善等，在此基础上进一步提出了推进偃师民生建设科学化水平的对策与建议。
