Good ecosystem and environment is the fairest public goods and the most general human well-being，and is becoming the greatest competitive advantage for a city to get attractive. Beautiful and Livable Yanshi Construction（BLYC），which is proposed by government recently，is an important strategic choice made by Yanshi City under the situation that the ecological and environmental problems becoming more and more prominent，and has rich connotation of the concept. Series of measures have been taken in such fields as industrial structure adjustment，ecological construction，environmental protection and urban and rural renovation，and they get great success，but there are still some problems to resolve. In view of the current situation and problems of BLYC，the corresponding countermeasures and suggestions are put forward from the aspects of scientific planning，development mechanism，promotion mechanism and participation mechanism，so as to provide valuable reference for Yanshi City and its related departments.
