In nowadays，traditional location theory cannot explain why modern industry locations and industry clusters initiate in more and more uncommon way. This article tries to use dual-firms Cournot model and multi-firms Cournot model to analyze internal driver during initiation of modern industry clusters in the aspect of competition equilibrium.
