在政治因素之外，目前中韩两国经贸合作的内在基础正面临着深层次的问题亟待解决，具体表现为随着产业交流的进展，产业落差正在缩小，现有的产业合作模式需要转型升级，合作方向外化，外部区域竞争明显，经贸合作的路径面临创新。为推动山东对韩国经贸合作的稳定、健康发展，建议着力推动以下转变：着眼产业平行转移，大力发展“产业链经济”；推进外资政策调整，大力发展总部经济；以提升影响力为目标，积极发展物流经济。
China and South Korea economic and trade cooperations facing problems to be solved in deep level at present. These problems include the following several aspects：the industry gap is narrowing，external competition area is obvious，the path of the trade cooperation need innovation. In order to promote stable and healthy development of Shandong-South Korea economic and trade cooperation，the following measures shall be adopted：develop the industrial chain economy，headquarters economy and logistics economy。
