在气候问题备受关注的国际大背景下，发展低碳经济越来越受到国际社会的重视。中国积极发展碳排放权交易，2011年在北京市、天津市、上海市、重庆市、湖北省、广东省及深圳市规划开展碳排放权交易试点。目前，碳交易市场具有一定的规模，但处于起步阶段，发展比较滞后。本报告指出了碳排放权交易在体系建设、市场流动性、定价等方面存在的不足，并提供了对策。
The climate problem get a growing attention from all over the world. Based on this background，the international community attempts to develop the low carbon economy. The Carbon Emissions Trading has been developing in China. A series of pilot schemes of the Carbon Emissions Trading have already been planned since 2011 in several cities and provinces of China，including Beijing，Tianjin，Shanghai，Chongqing，Hubei，Guangdong and Shenzhen. The carbon trading market has a certain scale at present，but it is in the initial stage of development. We point out the shortcomings of the carbon emissions trading system about its construction，its market liquidity and pricing，and further provide counter measures in this paper.
