政府购买服务虽然在我国已经形成政策气候,但是与之设想的理想实践状态还有较大的距离。目前学界对政府购买服务困境的分析主要从宏观的社会端和国家端加以归因,造成分析单位过大而形成理解模糊性问题。本文以上海市奉贤区Z镇的政府购买服务经验为例,将分析单位缩小到“镇域”,并有意区分了不同类型社会组织在承接服务过程中面临的差异性困境。Z镇社会组织承接服务的差异性困境经验在理论上说明了,社会组织承接服务受到双重约束,只有社会组织的社区嵌入性和国家对社会组织呈现积极的制度嵌入性同时存在时,社会组织才具备有效承接服务的支撑性条件。
Government Purchase Service is now an important policy tool in China,but its practices is far from its ideal expectation. It seems that the existing literature from state perspective or from society perspective have problem to analysis the dilemmas of Government Purchase Service,especially,both of the two perspectives means large “unit” consideration,which could blurred the analysis. The article tries to shrink analysis “unit” to Town-level. By focusing on the experience of “Z” Town in Shanghai suburb,the article distinguishes different types of social organization and their different dilemmas in public service delivery process. The experience of “Z” Town has a good theoretical revelation that,only when social organization have “community embeddedness” and “state embeddedness” is positive,the good public service delivery could be possible in Government Purchase Service.
