公共文化服务体系示范项目，是加快构建现代公共文化服务体系的重要载体。近年来，河南省在加快公共文化服务体系建构过程中，创建了一批具有影响力的、品牌性的公共文化服务体系示范项目，效果良好，积累了一些经验。但通过示范项目的创建，也凸显了城乡分布失衡、缺乏精品力作、社会力量不足等一系列问题。要加快构建现代公共文化服务体系，在精神文化维度提升人民群众的幸福感，必须采取优化示范项目创建机制、拓宽示范项目资金来源、打造专业性的人才队伍和传承创新发展区域文化等针对性措施。
Public cultural service demonstration project is an important foundation for the construction of modern public cultural service system. In recent years，in order to accelerate the construction，Henan Province has built up some demonstration projects of public service system and has gained good effect and accumulated experiences. Even so，in the process of achieving the goal，problems emerged one by one，such as the unbalanced distribution between rural and urban areas，the lack of competitive products and the shortage of social support. As a real modern public service system should be oriented to improving the sense of people’s happiness in the cultural and mental dimension，priority should be given to such measures as creating the mechanism，broadening the source of funds，building professional talent team and hiring and creating regional culture，etc.
