Policy made by a state or a political party is to achieve for establishing a code of conduct in a certain historical period. Planning is a comprehensive long-term development plan，is the future of the overall long-term strategic thinking as well as designs the future package pictures. 2016，the CPC Central Committee and the State Council as well as major ministries have issued eight important documents related to health and leisure industries. The important of these documents and the high level of it can be described as unprecedented. The paper analyses the policies on ice and snow sports industry，mountain outdoor sports industry，water sports industry，residents daily leisure sports industry，sports tourism industry and sports cultural creative industry from the social development times，the main developing target，the developing pattern as well as some confusion and problems in the perspective of leisure sports industry based on these national documents and policy. The paper also put forward some good suggestion on the future development of leisure sports industry.
