Public policies and legislation play very important roles in leisure development. Government authorities have been fostering leisure by issuing and revising laws，launching new plans of public service systems and implementing industry incentive polices. General speaking，leisure has been attached high importance of the policy makers，however，the policies andlegislation were not in the name of leisure. The leisure related policies have been issued and implemented separately and indirectly，mainly on the side of supply. In the future，public’s perception and administration department of leisure，integration of related policies as well as demand management should be improved.
