服务贸易是实体加工贸易向全球价值链高端延伸的一个重要方向。文章按照世界贸易组织和国际货币基金组织对服务贸易所作的定义，重点分析了当前海关在贸易统计中针对新型服务贸易业态的统计缺位现象。文章同时指出今后海关应当从转换统计单元、明确企业主动申报义务、采取“企业直报+重点调查”的稽核手段等方面不断完善服务贸易统计。
Service trade is an important prolongation direction of high-end of global value chain for processing trade. According to the service trade definition of WTO and IMF，the paper focuses on the current lack of statistics on the new type of service format. Meanwhile，the paper proposes three policy countermeasures：the first is to transfer the enterprise as basic statistical unit，the second is to specify the obligation of active statistical declaration for enterprises，the thirdly is to improve the audit mechanism combining enterprise declaration with key-point investigation.
