面对文化领域公共数据信息的免费开放尤其是数据再利用不足，法国启动“Etalab”项目，推动数据开放和再使用加速发展，以1978年法律为基础建立公共文化数据信息再使用管理体系，在不断聚合公共文化数据的基础上逐步完善再使用的开发程序，通过政府购买等宏观调控方式将部分有知识产权的数据“公共化”，推动文化机构全面均衡发展，创新未来知识经济发展模式。
Facing the lack of free open public cultural data and the insufficient reuse of these data，France started the “Etalab” projects to promote data opening and data re-use and accelerate development. The government has built a public cultural data reuse management system based on the 1978 law，gradually improved the re-use of development programs while accumulating public cultural data，and turned some data of intellectual property rights “public” through macro control（by means of government purchases for example），so as to promote the comprehensive and balanced development of cultural institutions，and innovate for the future development of the knowledge economy.
