The paper first establishes cultural confidence as the conceptual basis of enhancing national cultural soft power and the premise of tapping the internal power of local cultural industries. Then，by analyzing the historical status，the development crisis and the transition opportunities of Macao，it defines the strengths，weaknesses，opportunities and challenges of Macao’s cultural industry development. And finally，it reaches the conclusion that the development of Macao’s cultural industries needs a good top-down design and a clear logic pattern.
