在经历了赌权开放后的高速发展和近年来赌收的急速下滑后,澳门经济,尤其是博彩业和旅游业进入了调整期。在中央政府的支持下,澳门特区政府以建设世界旅游休闲中心为基本目标和核心任务,制定和颁布了《澳门特别行政区五年发展规划(2016~2020)》,提出了由粗放型向精细型转变的发展模式。在该规划的指引下,特区政府旅游局编制了《澳门旅游业发展总体规划》咨询文本,并广泛征求社会各界的意见,谋求合力发展旅游休闲产业的共识。在建设世界旅游休闲中心的视野下,特区政府有关旅游业的现状、定位、业态、远景及路径的分析和描述已经越来越清晰,对旅游产业的发展也有了较为明确的规划和指引。若能抓住此次难得的转型机遇,真抓实干,突破瓶颈,协同发展,正确处理旅游部门与其他职能部门、政府与业界、博彩业与旅游业、旅游业与居民生活、空间狭小与区域合作的关系,澳门旅游休闲业将迎来新一轮的发展机遇期。
Having experienced the rapid development following the opening of gambling rights and the plunge in gambling revenue,the local economy,especially the gaming industry and tourism industry,have entered an adjustment period. With the support from the People’s Republic of China,the Macau SAR Government has formulated and promulgated the “Five-Year Development Plan for the Macau Special Administrative Region(2016-2020)” with the basic aim and core mission of building Macau into the World Tourism and Leisure Center,in which it proposed transforming the development model from extensive into intensive. Under the plan,the Macau Government Tourism Office has compiled the Consultation Text for the “Macau Tourism Industry Development Master Plan” and has sought for opinions from various sectors of the community,aiming to get consensus from different parties so as to spur the development of the tourism and leisure industry. With the vision of constructing the “World Tourism and Leisure Center”,the Macau SAR Government has gained a broader picture on the status quo,orientation,business situation,prospect and path for the tourism industry,which helps to establish a more precise planning and guidelines for the development of tourism industry. The Macau tourism and leisure industry is able to usher in a new round of development opportunities by grabbing this scarce transformation opportunity,by breaking through the bottleneck,by collaborative development,and by cultivating an appropriate relationship between the tourism office and other government departments,between the government and industries,between the gambling industry and tourism industry,between the tourism industry and residential life,as well as between the limited space of Macau and regional cooperation.
