“区域全面经济伙伴关系协定”(RCEP)是中日共同倡议、携手推进的亚太区域一体化进程。日本对RCEP的战略判断和政策取向深刻影响着后者的发展方向与谈判走势。在地缘经济和地缘政治意义上,RCEP是“安倍经济学”的重要支点和日本自由贸易协定(FTA)战略的关键拼图,具有补缺和整合现有双边FTA网络的现实意义,也是弱化东亚不同区域经贸架构正面碰撞的有益载体。日本力图在RCEP、中日韩FTA、TPP等多个机制之间主动寻求战略平衡,而TPP、TTIP、日欧EPA之间的三角互动也对RCEP产生了不容忽视的规制影响。
The Regional Comprehensive Economic Partnership(RCEP)is a regional integration process jointly initiated and promoted by China and Japan. Japan’s strategic consideration and policy orientation towards RCEP significantly have an impact on its development direction and negotiation status. From the geopolitical and geo-economic perspective,RCEP contributes to Abenomics and is indispensable to Japan’s FTA strategy,serving as an integral part of the existing network of bilateral FTAs as well as a valuable platform for mitigating the collisions among different regional mechanisms in East Asia. Japan are actively pursuing a strategic balance among RCEP,China-Japan-Korea FTA and Trans-Pacific Partnership Agreement(TPP),while the triangle interactions among TPP,Transatlantic Trade and Investment Partnership(TTIP)and Japan-EU economic partnership agreement(EPA)also impose a regulatory impact on the development of RCEP negotiations.
