从海洋调查、海洋信息化建设、海洋标准计量服务、海洋预报服务和海洋防灾减灾五个方面全面而细致地梳理了2015年度中国海洋公益服务发展的概况。总结出三个主要发展特点：海洋公益服务受到党和国家领导人高度重视，顶层设计不断加强；服务主体和对象多元化；国际交流频繁，我国在国际海洋公益服务中的话语权得到增强。指出本年度海洋公益服务发展的成就和不足。最后，概括未来我国海洋公益服务的发展趋势，并从加强法制建设、整合部门资源、重点发展科学技术、增强宣传软实力和重视民间组织五个方面给出了建议。
This report analyzed the China ocean public service development in 2015 which centered around oceanographic survey，ocean information construction，ocean standard metering service，ocean forecasting service，preventing and reducing ocean hazards.Ocean public service development had three main characteristics：party and state leaders attached great importance to ocean public service；the service subject and object were diversified；because of frequent international exchanges，the discourse power of our country has been strengthened in international public service development.Finally，the report gave some suggestions in five aspects：to strengthen the rule of law，to integrated department resources，to focus on the development of science and technology，to enhance the publicity and to pay attention to NGO.
