本文对美国、欧盟、联合国的环境风险管理经验进行了系统梳理，在此基础上提出：从事故中累积经验教训是完善体制机制的重要工具，理清各方职责、加强协同合作是有效防范风险和快速应对事故的基本前提，环境信息公开是有效预防和应对环境突发事件的重要手段，建立应急管理基金及提供灾难损害补偿机制是环境应急管理的经济保障，有效的应急预案是防范风险、应急响应的根本手段，为我国环境风险管理提供借鉴。
Based on environmental risk management experiences in America, European Union and the United Nations, this paper advanced such suggestions to provide references to improve the environmental risk management in China as: experience and lessons learnt from accidents is an important tool to improve the prevention mechanism and system; clearly definition of duties and strengthening cross-departmental cooperation is a basic prerequisite for efficient prevention and response, proper environmental information dissemination is an important way to prevent and act upon environmental accidents, establishment of risk management fund and disaster damage compensation mechanism can provide necessary economic guarantee, a practical emergency response plan is essential to prevent environmental risks and ensure efficient emergency responses.
