2015年8月6日,广东省广州市南沙区工商行政管理分局、食品药品监督管理局、质量技术监督局正式合并挂牌成立新的市场监管局,标志着南沙开发区的大市场大部门监管新体制的正式运行。但是“三局合一”能否产生好的效果,恐怕暂时还要打个问号。鉴于此,本研究追踪调查南沙自贸片区改革推行后一年的运行情况,以一窥“三局合一”改革的成效与面对的困境。通过对南沙自贸片区“三局合一”改革的调查发现,目前南沙区市场监管局在“三局合一”改革后,在职能整合和转向层面完成了以食药、质监和工商为基础的职能整合和以事中事后监管为核心的职能转向;在机构和人员层面上实现了机关“瘦身”,基层“强身”和一龙治水,无缝衔接;在行政流程层面实现了一口受理齐证照、一个流程优监管、一支队伍管执法的优化目标,组织协调方面也有所改善,然而,我们的调查也发现南沙区“三局合一”改革同时也存在诸多问题:基层监管乏力;机构整合缺乏有机融合;大市场监管新要求与人员能力素质不适应;原有监管标准、监管理念和监管平台分化;组织内部、上下级组织间难协调等。
Since 2003,there are many organizational reforms in the field of market supervision and management. But it is not certain whether combination or separation of institutions brings transformation of the model of supervision and management and transformation of government functions. In view of this,this study focuses on “the combination of three organizations” reform in Nansha free trade area in Guangdong province and tracking its effectiveness and difficulties. Our survey found that after “The combination of three organizations” reform,the Nansha market sup-ervisory authority has completed function integration on the basis of Administration of Industry and Commerce and Bureau of Quality Technical Supervision and Food and Drug Administration and function transformation as the core of supervision and management in the course and afterwards at the function level. On the institutions and personnel level,it has achieved the goal of simplification and coordination. In the aspect of administrative process,it has achieved the goal of process optimization of examination and approval and supervision and law enforcement. And in terms of organization and coordination it also has been improved. However,it still has many problems. Such as regulation is weak at the grass-roots level,and organization lacks of organic integration,and the number and quality of personnel could not meet regulatory requirements,and there are differences the old and new regulatory standards and idea and platform,and organization and coordination problems.
