环境影响评价是我国环境管理的一项基本制度，作为从源头防止污染产生的第一道防线，被认为是保护环境的最有效手段。但其在实施过程中存在严重的有法不依、有效性欠缺、制度落实不到位等问题，很大程度上损害了这项制度的严肃性和权威性。2015年的现状是，战略环评启动，政策环评仍无突破，规划环评效力不足，项目环评机制不顺，环评管理改革亟须加步快行。
Environmental impact assessment is a foundational tool for the environmental management system. It is regarded as the most effective measures of protecting environment proactively preventing pollution from happening at its source. But in practice，a series of problems was identified：laws are not enforced，regulations and governance system are not observed to the extent the seriousness and authority of the legal system was undermined. In 2015，strategic EIA is in motion of implementation，yet policy EIA，planning EIA and project EIA are all crying for further reforms.
