本文围绕《巴黎协定》达成与生效,聚焦温室气体减排议题,考察奥巴马政府在推动《巴黎协定》谈判过程中的目标、方法和手段。奥巴马公开表示美国的目标是要在全球应对气候变化中发挥领导作用,这种“领导作用”在不同时期有不同内涵与外在体现。执政初期的“领导作用”,主要是强调要提高清洁能源竞争力、促进清洁技术及其产业发展;执政中后期的“领导作用”,直接体现在美国为推动全球气候治理所进行的气候外交上。奥巴马政府不仅将气候变化塑造为国内政治议程中的优先议题,而且将气候议题推向美国对外关系的中心区域,特别是促使气候变化议题进入美中双边核心政治议程。《巴黎协定》采取“国家自主贡献”(INDCs)方式减排,这是一种“自下而上”的减排方法,与美国一直以来倡导的自愿减排方法一致。
This paper examines the objective,approach and means of the Obama Administration in facilitating the negotiation and the entering into force of the Paris Agreement focusing on greenhouse gas(GHG)emission reduction. Obama has repeatedly stated that the US goal is to play a leading role in responses to global climate change. That “leadership” has different definitions and policy implications in different periods. Obama’s “leadership” in the early stage mainly stressed improving the competitiveness of clean energy and promoting clean technology and its industrial development while the “leadership” in his second term directly manifested in its progressive climate diplomacy to promote global climate governance. The Obama Administration not only shapes climate change as a priority issue in the domestic political agenda,but also makes the climate issue as a focus issue of US foreign relations,particularly in pushing the climate issue into the US-China bilateral core political agenda—Strategic and Economic Dialogue. The Paris Agreement adopts Intended Nationally Determined Contributions(INDCs)to reduce global GHG emissions in a “bottom-up” approach,which is similar with the voluntary approach the United States has long been advocating.
