It is helpful to know the evolution and tendency of politics forms by analyzing the political issues. Paralleled with the grand events，there are also some tiny issues，which seem to be trivial in life but actually have close relation with the important political structure. It is the task for the politics researchers to study how to argue and explain the relation. It can be seen as a supplemental research for the grand issues to study the case of the military mass organization. Though the object of the research is a mass organization in the military，its development history and logic is valuable in the Chinese politics research.
