本研究揭示并分析了贵州省社会组织参与政府购买公共服务的现状，并着重对其面临的困境和挑战进行了分析。报告提出应正确认识政府、市场和社会组织之间的关系，推进政府购买社会组织服务，必须重点发展社会组织孵化基地建设，关键是培育社会组织，特别是社区社会组织，解决好难点问题，尤其要完善政府向社会组织购买服务的监督与评估机制。政府采购社会组织公共服务的基本思路和对策包括：第一，顶层设计和总体规划，完善规章制度，强化执行监管；第二，实现政府购买服务项目的系统化、科学化和信息化管理；第三，政府社会治理与事业单位改革相配套，从而推进政府购买社会组织公共服务。
