社区是由不同形式的“治理空间”组成的网络，社区治理之所以有效，就是搭建了适宜居民需求的各类治理空间。碧海社区根据社区的职能职责，构建了公共服务型治理空间和居民参与型治理空间。公共服务型治理空间解决了公共服务“最后一公里”的问题，实现了良好的社区服务；居民参与型治理空间为居民参与社区治理提供了平台和机会，重塑了社区居民的共同体意识和社区感。但是，在实践中，公共服务型治理空间却存在行政挤压和社区自主性不足的问题，而居民参与型治理空间中社区居民的参与性也不足。需要通过弱化行政主导，强化资源支持；构建体系化的参与型治理空间等方式，不断推进政府主导型城市社区的营造。
