世界上各国现代智库逐步兴起并不断发展，需要对具有代表性的大国智库认真总结。中共中央十八届三中全会通过的《中共中央关于全面深化改革若干重大问题的决定》中提出并强调新型智库建设问题，有着重大现实意义和深远的历史意义。相对于政府智库，高校智库有着独特的优势和功能作用。办好高校智库，应解决好五个重要问题：一是明确功能与目标；二是选择学科与方向；三是规范任务与方法；四是提供报送传播渠道；五是制定科学考核标准。
The world’s modern think tank gradually rise and continue to develop，and a representative think tank of big countries need to seriously sum up. The Comprehensive Reform of a Number of Major Issues in the Decision adopted by the Third Plenary Session of the 18th CPC Central Committee，put forward and stressed that the new think tank building，which has great practical significance and far-reaching historical significance. The university think tank has a unique advantage and function comparing to the government think tank. To tap into the university think tank，we should solve five important problems：one is to clarify the functions and objectives；the second is to choose disciplines and direction；the third is to standardize tasks and methods；the fourth is to provide communication channels and the last is to develop scientific assessment standards.
