Since the Reform and Opening-up，Guangzhou’s economy has developed rapidly. The development of an export-oriented economy is promoting the development of urban internationalization in Guangzhou. The goal of building an international Metropolis is upgraded to the level of the national strategy in 2008. Currently，the major international strategic opportunities and challenges are faced to the development of urban. Therefore，it is more important to Guangzhou to improve the urban internationalization level. This paper constructs an index system on the bases of systematically summarizing the concept of urban internationalization. The index system consisting of indicators that reflect economic internationalization level，international political influence，international cultural appeal which are the elements of urban internationalization influence and ecological development level，scientific and technological innovation ability，connection ability which are the elements of urban internationalization sustenance. The urban internationalization level of Guangzhou is evaluated and compared to different domestic and foreign cities. Additionally，the driving elements of internationalization of Guangzhou are analyzed on the basic of evaluating the urban internationalization levels of Guangzhou at different times. This paper also explores the features and problems of the development of Guangzhou’s internationalization，in order to explore the direction of development. Lastly，based on a comprehensive analysis of the urban internationalization of Guangzhou，the countermeasures are proposed in this paper. The result suggests it is essential to put the enhancement of internationalization influence as the main direction to for Guangzhou’s future urban internationalization. Upgrading economic internationalization level should be the primary focus. Meanwhile，scientific and technological innovation ability should be consolidated as a support to the development of urban internationalization.
