随着澳门特别行政区的经济和社会不断发展，如何有效地分配和利用有限的土地资源是社会十分关注的问题。在此背景下，2013年对《土地法》的很多方面都做出了修改，尤其在土地批给制度方面，其最终明确了公开招标的强制性，对于豁免公开招标的情形进行严格限定，并同时增加了土地豁免公开招标的公示程序。这些修改的措施相互作用更好地保障了澳门土地资源的合理配置。本文对完善土地批给的措施进行整理分析，并对其总体效果进行了评价。
With the increasing development of economy and society in Macao，allocation and exploitation of limited land resource is becoming a sharp problem. On that background，congress amends the Land Law in many aspects in 2013，especially in the land approval system. After amendment，the land approval is required for public bidding，only in certain exceptional cases，the public bidding can be exempted. And if land approval is exempted from public bidding，some contents about it will be disclosed. These measures will work together to protect Macao land resource. This article discusses these amendments and comments the whole effects.
