安徽省乃至全国近年来大气污染十分严重,其污染程度严重地影响了人民群众的日常生活和身体健康,制约了经济社会的可持续发展。本文即对安徽省区域性大气污染联防联治的法律机制进行研究。文章首先对安徽省大气污染状况及其原因进行分析,指出大气污染由于其流动性、复合性,治理与效果之间不成正比,导致治理责任不清,众多复杂原因致使大气污染治理长时间内不见成效;其次说明安徽省区域大气污染联防联治的必要性及存在的问题;接着指出安徽省大气污染联防联治的法律制度现状及存在的问题,进而提出区域性大气污染联防联治法律机制的构建,并指出该机制的运行必须上接长三角区域大气联防联治,平接相邻各省大气污染联防联治,下接各县市属地环境治理,形成一个严密相通的联防联治体系。
Anhui province and even the whole country in recent years, the air pollution is very serious, the degree of pollution has seriously affected people's daily life and physical health, which restricts the sustainable development of economy and society. This paper makes a research on the legal mechanism of Anhui province regional air pollution prevention. This paper firstly analyses the status of air pollution in Anhui province and its reasons, pointed out that air pollution due to its liquidity, compound, did not proportion between governance and governance effect, leading to unclear responsibility, many complex reasons not to see the effectiveness of air pollution control in a long time; the necessity of regional joint prevention of air pollution in Anhui province and the existing problems; and then pointed out the status of the legal system of Anhui province atmospheric pollution prevention and the existing problems, and puts forward the construction of the legal mechanism of regional joint prevention of air pollution, and points out the mechanism of the operation must be connected to the Yangtze River Delta regional atmospheric joint prevention, butt joint prevention of air pollution in the adjacent provinces, then under environmental governance in the county, forming a tight connected prevention system.
