共建“丝绸之路经济带”和“21世纪海上丝绸之路”是促进区域经济合作、加强文化交流、促进世界和平发展与造福全球的大事业。本报告分析了“一带一路”建设的三个主要特点，即综合效应、项目先行和国内联动；阐述了上海在“一带一路”建设中的作用，包括窗口、枢纽、平台、市场、项目和规则六个方面。本报告对借鉴国际通行规则，以及“一带一路”与上海未来发展也进行了探讨。
Jointly building the Silk Road Economic Belt and the 21st-century Maritime Silk Road is to promote regional economic cooperation，strengthen cultural exchanges，promote world peace and development，and benefit the world. This paper analyzes the three main features of “the Belt and Road”，namely comprehensive effect，project first and domestic development linkage；expounds the role of Shanghai in “the Belt and Road”，including window，hub，platform，market，project，rules etc.. In this paper，referring to international rules，the future of “the Belt and Road” and development of Shanghai，are also discussed.
