Universal Two children policy is a major adjustment and improvement of China’s birth policy in the new period. This paper analyzes the implementation of comprehensive two-child policy in Shaanxi，the problems from the aspects of policy convergence，supporting service and family planning management reform，and puts forward relevant countermeasures and suggestions in order to makes a good job of the family planning work in the new situation and further improve the birth policy of great significance.
