弹性城市建设与长三角水环境治理研究

通过研究上海在气候变化条件下应对水灾害的弹性,以及有助于提升这种弹性的长三角合作现状,提出完善此类合作的建议。在气候变化条件下,上海面临的水灾害主要包括枯水期上游来水减少加剧咸潮、汛期台风+暴雨+上游洪水造成的洪涝灾害以及输入型污染加剧水质性缺水。上海与邻近区域围绕弹性城市建设已经开展了一些合作,但存在协调架构功能欠缺、经济激励机制不足、咸潮来袭时的应急联动机制未建立、湿地等生态系统未连通、信息共享与科研合作缺乏等问题。下一步,上海需要在充实提高相关协调架构功能、创新和运用多样化经济激励机制、咸潮期应急供水、湿地等生态系统连通、建立共享信息库、推动联合研究等方面完善长三角区域的弹性城市建设合作。

Abstract

This paper aims to study Shanghai’s resilience to water disasters under the condition of climate change,and the cooperation in the Yangtze Delta to enhance such resilience of Shanghai,and the suggestions to improve such cooperation will be put forward. Under thebackground of climate change,the water disasters facing Shanghai mainly include salt tide intensified by upstream water reduction in dry season,flood caused by typhoon + rainstorm + over-abundant upstream water in wet season and shortage of clean water intensified by inputted pollution. As to the water environment cooperation between Shanghai and neighboring jurisdictions,coordinating agencies have been established,united actions have been taken in law enforcement and emergency management;but such cooperation is short of economic instruments,and there is little or even no cooperation in emergency management of salt tide,wetland construction and sponge city construction. If Shanghai can overcome the shortcomings where there is little or no cooperation,innovate and adopt various economic instruments in the existing Yangtze Delta water management cooperation,and make deep-insight research on diverting ships on and pollution in the Taipu River,it will be greatly helpful to improve Shanghai’s resilience to water disasters under climate change.
