The construction of innovative province of Shaanxi has entered into a critical period. During the 13th Five-Year Plan period，Shaanxi Province takes a close combination of the leading role of building an innovative province and realization of provincial economic reconstruction. It not only becomes a major measure to deal with the new normal economy，but also a strong support for Shaanxi to maintain as a good development momentum at the beginning of becoming one of medium-developed provinces. Innovation leads as the first driving force to development，among the five development concepts. Shaanxi Province is a strong thrust of innovative provinces，with significant changes of technological innovation，management innovation，institutional innovation and other fields. In the countdown period of construction of innovative provinces，in particular，should pay attention to the government promoted，market-oriented conversion，focusing on the cultivation of the provincial market economic system，not only highlights the rapid development of developed regions and a comprehensive development of the province’s innovation in the coordinated and shared realizations.
