2016年是“十三五”规划的开局之年，陕西积极适应经济发展新常态，坚持创新、协调、绿色、开放、共享的发展理念，按照陕西“十三五”规划，全民促进社会事业全面发展，民生福祉不断提升，社会形势基本稳定。展望2017年，陕西需要面对问题，贯彻“五个扎实”精神，全面深化社会体制改革，构建共享共建的社会治理格局。
In 2016，the first year of the 13th Five-Year Plan，Shaanxi actively adapts to the new normal situation of economic development，insists on the concepts of development innovation，coordination，green，open and sharing. According to the 13th Five-Year Plan of Shaanxi province，the comprehensive development of social undertakes，the improvement of people’s well-being continues and the social situation remains stable basically. Looking ahead to 2017，Shaanxi needs to confront directly to the problem，be bold and enterprising，carry out the “five solid” spirit，comprehensively deepen the social system reform，building a shared social governance configuration.
