欧盟面对人口老龄化与创新发展的活力挑战，在欧洲峰会上系统提出“积极健康老龄化”概念。这一概念体系将有关积极健康老龄化的一系列策略作为经济增长和社会发展的动力，并提出具体举措。主要包括实施全球化的战略部署、运用互联网等新兴力量发展满足老龄人群需求的新产品和服务等内容。具体到欧洲各城市，则是探讨如何把握银发经济下的发展机遇，建设新的健康护理系统和新的社会模式。这一系列的积极健康老龄化策略及举措对中国的人口变化发展以及城市老龄化的应对具有现实意义。
This paper，based on the final report of European Summit on Innovation for Active and Healthy Ageing issued by European Commission，provides an overview of European demographic change，highlights how to change the opportunities for economic growth and social development. Including how to seize the growth opportunities of the Silver Economy，how to establish a sustainable health and care systems through innovation，how to realize the concept and popularize it to global. The paper shows some of the suggested actions，such as setting global strategy，using the power of internet to get investments and developing new products and services match the needs of ageing people. These thematic sessions and innovation the paper contains also indicate the ways in which China confront the demographic change and solve the ageing problems.
