2015～2016年，利比亚仍未能走出政治不稳定、经济不发展、社会不安定的窘境，但已开启从乱到治的进程，国家政权也在从破碎向统一的整合中。然而，对于当前的利比亚，政治、经济和社会三大领域都亟待发展，却又相互掣肘和制约，国家发展还将经历一个艰难、漫长的过程。这一年中，“伊斯兰国”趁乱在利比亚大肆扩张，对国内多方面造成破坏，并对邻近地区国家带来负面影响。多个西方大国表示将对利比亚境内“伊斯兰国”目标实施打击，这无疑将使利比亚局势更加复杂。
From 2015 to 2016，Libya has not been able to get out of the political instability，economic concession or social unrest，but has started the process from chaos to governance，with state power integrating from fragmentation to unity. However，today’s Libya is in urgent need to develop its politics，economy and society，three areas that also constitute mutual constraints for one another.Consequently，Libya’s national development will have to go through a long and difficult process. During the past year，the “Islamic State” took advantage of this disarray in Libya to expand wantonly，resulting in multifaceteddomestic damage as well as negative impact on neighboring countries. A number of western powers have alleged to attackthe “Islamic State” targets in Lybia，which will undoubtedly complicate the situation in Libya.
