卡扎菲政权倒台五年之后，利比亚依然是冲突不断，动荡不定。“伊斯兰国”利用利比亚国家统治的虚弱时机迅速崛起，并在其控制的地区充当了破坏者和治理者的双重角色。“伊斯兰国”在利比亚的存在与扩张对利比亚自身的转型、地区安全以及欧洲的稳定构成了直接威胁。理论上讲，可以通过武力打击、融入机制和社会化的方法解决在利比亚的“伊斯兰国”问题，但在实践中存在相当多的难题。由于“伊斯兰国”以及其他武装团体的存在，未来的利比亚可能依然维持一个虚弱的、碎片化的态势。
Five years after the revolution，Libya remains in a state of chaos and conflicts. ISIS in Libya exploited the weakness of Libya’s governance to expand and rise rapidly，acting as a spoiler and as a governor in the areas under its control. ISIS in Libya poses a threat to Libya’s transition，regional security and to Europe’s stability. In theory，we may solve the problem of Libya’s ISIS through military operation，institutionalization and socialization，but，in practice，there are quite a few obstacles. Because of the existence of ISIS and other armed groups，Libya will remain in a weak and fragmented situation in the near future.
