三峡集团拓展非洲电力市场的体会

中国长江三峡集团公司对非洲市场的开拓始于20世纪50年代,目前,集团已在非洲30多个国家承建项目250余个,项目范围涉及电力工业、供排水、交通运输建设项目等。作为中国水电行业“走出去”的先行者和领军企业,三峡集团在非洲电力市场的业务模式也在逐步转型和升级,从早期的经济援助到初级土建分包,再逐步发展成为工程总承包、项目管理承包以及投融资等高级业务模式,其间积累了丰富的项目经验和资源。文章基于三峡集团多年来在非洲的发展历程,投资、承包及经营业绩,以及典型项目的介绍和分析,总结提炼出中国电力企业在非洲市场的主要优势、面临的风险及问题,并提出相关对策和建议,以期为中国企业拓展非洲电力市场提供支撑和参考。

Abstract

China Three Gorges Corporation (CTG) started exploring Africa market in the 1950s. At present,CTG has constructed more than 250 projects in over 30 Africa countries,and the projects refers to electric power industry,water supply and drainage,and transportation,etc. As a forerunner of Chinese hydropower industry to go out,the business mode in Africa market of CTG has been changing and upgrading,which was from the financial aid to primary subcontract,then developed to the advanced business mode as EPC,project management contract,investment and financing etc. During the period,rich experience and resources were accumulated. Basing on the development history,investment and contract performance and introduction of typical projects of CTG in Africa,the main advantages,risks and problems of China enterprises are summarized. Meanwhile,countermeasures and suggestions are proposed,so as to supply the support and reference for the development of China enterprises in Africa power market.
