“The Belt and Road” initiative is warmly embraced by most of the countries alongside the proposed route after its public release，laying down a good foundation for further boosting its implementation. However，unrest factors in the world at present are growing，game playing among the world great powers is intensifying，regional conflicts are increasing，relations among countries are getting more complicated，and risks in the countries and regions alongside “the Belt and Road” are demonstrating a trend of diversification. The international terrorist forces headed by the “Islamic State” in particular as well as various other forms of influences of crazy religious extremism have grown from previous regional ones to global security threats. In addition，the public security in the countries and regions alongside the proposed route is gradually deteriorating，and the incidence of various kinds of criminal cases hikes with no decline. The natural disasters and epidemic diseases break out continuously. All these bring about many risks and challenges for the implementation of “the Belt and Road” initiative. Thus，an important topic on boosting “the Belt and Road” initiative lies in consolidating international anti-terrorism cooperation and effectively eliminating security threats.
