中国防止腐败造成的人才损失状况与对策

2013年以来,中国惩治腐败力度加大,被查处的党员领导干部数量有所增加,特别是一些高级干部频频被查处,因腐败造成的人才损失形势不容乐观。为防止因腐败造成人才损失,中国全面深化改革,不断取消行政审批项目,压减行政支出,加强财政经费管理,健全反腐败相关制度,狠刹不正之风,为干部健康成长和干净干事营造了良好环境。但要防止因腐败造成的人才损失,必须继续坚持以零容忍态度惩治腐败,实现党内规定与国家法律“无缝对接”,建立合理的公职人员薪酬体系,推进公务员管理体制改革,强力推进诚信管理系统建设,加强对权力的制约和监督,创造条件让社会力量有序参与反腐败。

Abstract

With the increase of punishing corruption,the number of corrupted Party members and cadres increased since 2013,especially some senior cadres have been investigated for corruption,resulting in loss of talents is not optimistic. In order to prevent the corruption of talents loss,China comprehensively deepens reforms,has cancelled the administrative examination and approval items,reduces administrative costs,strengthenes financial management,improves the system of anti-corruption,attacks unwholesome tendencies,as well as creates a good environment for the healthy growth and clean work of general cadres. To prevent the talents loss caused by corruption,we must continue to crack down on corruption,dock the Party regulations with the national laws,establish the reasonable civil servants salary system,promote the reform of civil service management system,promote the integrity management system,strengthen the restriction and supervision of power,create conditions for the social strength participating in anti-corruption.
